As a rough guideline, administrators usually require editors to have made more than 500 useful non-botlike edits, and to have been active in the last thirty days. Patrollers and License reviewers don't have to request this flag. Find possible candidates.

@Jeff G.: This is not the place to request for removal of the rights. This request should be posted at an appropriate admin board with an appropriate reason. The link you provided does not substantially add anything. I had to check around and see what's wrong with the user. I regularly edit templates here and on en.wp and have on Template:Temporary Exhibition promised to deprecate the string sanitization I implemented last year. I'd like to work a script for that, and I'd like to do it myself rather than request a bot since I plan to do more work on smaller templates here. I've been a Commons contributor since 2008, and am familiar with the renaming guidelines (having done many requests myself over the years). I also run Wiki Loves Monuments in the United States; having file moving ability would be particularly helpful as I help review submissions.
